GUIDELINES FOR OPERATION OF GAMING AND POOL BETTING.

1. LICENSES
Operators of gaming and pool betting must hold the following licenses;
i) Promoter License for promoters of gaming and pool in Uganda
ii) Principal Agents License for a principal agent in Uganda of gaming and pools promoted outside Uganda
iii) Agents License/Branch License for an agent /branch of a promoter of gaming and pool within Uganda or a principal agent of a promoter of gaming and pool s promoted outside Uganda.
2. PREMISES FOR GAMING ACTIVITIES
All premises used for gaming must:
i) Be approved and licensed by the Secretary to the Treasury.
Licenses must be prominently displayed in all gaming and pool betting premises
ii) Not admit students or Children below age of 18 years.
iii) Be under permanent structures (no kiosks or movable premises).
iv) At least be 100 meters away from social amenities like schools, hospitals, government offices, churches and mosques
v) Have trained security personnel and abide by the Police terror guidelines.
vi) Have accessible convenience facilities.
vii) Prominently display Lotteries and Gaming Regulatory Board approved messages and disclaimers regarding the effects of gambling.
viii) National Lotteries and Gaming Regulatory Board help lines and emails must be prominently displayed. These are Telephone Number 0414-707246, Email: nlb@finance.go.ug.

3. GAMES PROMOTED AND RULES APPLICABLE;
i) All games promoted by a licensee must be specifically authorized and approved by the licenser;
ii) All rules applicable to games promoted must be approved by the regulator and be prominently displayed in all premises used for gaming.

4. OPERATION TIMES;

Activity Opening times
Casino and exclusive slot machine saloons 10am – 6am
Sports Betting, Bingo 10 am – 10pm

5. Minors are not allowed to engage in gaming or betting activities. Premises where gaming and betting takes place must not admit minors

OTHER ISSUES TO NOTE.

a) New law enacted known as the Lotteries and Gaming Act, 2016 and regulations are presently being finalized to fully operationalize the law.
b) New institutional setup introduced by the new law. The sector is now regulated by the Lotteries and Gaming Regulatory Board (institution) which is a semi-autonomous body corporate.

Appeal to operators:

a) Comply with the law and honor your commitment to the regulator and customers
b) Comply with tax requirements
c) Protect the public especially the vulnerable like minors and problem gamblers.
d) Be reasonable in going about your business. Gambling should not be a nuisance. Premises should be organized, suitably located, clean and secure.

Appeal to public;

a) Gambling should be done responsibly. Avoid reckless involvement in gambling. It should only be for entertainment as opposed to being view as a job.
b) Contact the lotteries and Gaming Regulatory Board on any matters relating to gambling. The Board is instituted to protect the public interests in relation to this sector.
